KPK Opens Opportunity for Yogyakarta to Request Use of Mandala Krida Stadium Amid Ongoing Corruption Case

Yogyakarta. The Mandala Krida Stadium in Yogyakarta remains off-limits for renovation due to its current status as a seized asset by the Corruption Eradication Commission (KPK).

The seizure is linked to an alleged corruption case involving the stadium’s renovation project. However, KPK Chairman Setyo Budiyanto has opened the door for possible use of the stadium under certain conditions.

“Although Mandala Krida is still under KPK’s custody, if there are legitimate needs to use it, a formal request can be submitted to the KPK,” said Setyo during a press briefing at the Kepatihan Complex, Yogyakarta, on Tuesday (October 28, 2025).


Background: Stadium Still Under Asset Calculation in Corruption Case

Mandala Krida Stadium is currently classified as an asset under state loss calculation following corruption allegations tied to the 2016–2017 Yogyakarta Regional Budget (APBD) renovation project.

The case originated when the Indonesian Business Competition Supervisory Commission (KPPU) uncovered evidence of collusion during the stadium’s construction bidding process. The ruling, under Case No. 10/KPPU-I/2017, identified violations of Article 22 of Law No. 5/1999 concerning the Prohibition of Monopolistic Practices and Unfair Business Competition.

The KPPU verdict named multiple individuals and entities, including:

  • Edy Wahyudi, the project commitment-making officer (PPK) for the 2016–2017 construction contracts.
  • Procurement Working Groups (POKJA BLP) from the Yogyakarta Office of Youth and Sports (2016–2017).
  • Several construction firms, including PT Duta Mas Indah, PT Kenanga Mulya, PT Lima Tujuh Tujuh, PT Bimapatria Pradanaraya, PT Permata Nirwana Nusantara, and PT Eka Madra Sentosa.

The KPK later named three suspects—Edy Wahyudi, Sugiharto, and Heri Sukamto—accused of causing state financial losses amounting to IDR 31.7 billion.


Yogyakarta Government Seeks Legal Clarification for 2026 Renovation

In July 2025, the Yogyakarta Provincial Government through the Education, Youth, and Sports Agency (Disdikpora) officially contacted the KPK to seek clarification regarding the stadium’s legal status and the possibility of renovation in 2026.

“We wrote to KPK to ask whether Mandala Krida can already be modified. In March 2025 we consulted with BPKP, and the second letter followed upon the advice of the Regional Secretary,” explained Suci, a Disdikpora official.

KPK responded in January 2024, stating that renovation work could only proceed once a Mutual Check (MC-0) document was signed—a technical process for differentiating between old and new assets. However, the provincial government admitted that it still needs guidance on implementing the MC-0 protocol.

“Because Mandala Krida is still categorized as an object for state loss calculation, the previous asset value must first be determined before any renovation can restart,” Suci added.


Calls for Renovation Intensify as PSIM Enters Super League

The pressure to renovate Mandala Krida Stadium has grown as PSIM Yogyakarta, the city’s beloved football club, now competes in the Indonesian Super League, the country’s top football division.

Chairman of Commission D of the Yogyakarta Regional Legislative Council (DPRD DIY), RB Dwi Wahyu, urged local football fans to remain patient.

“Since the stadium is still under KPK supervision, we ask PSIM supporters to wait. It’s painful for Yogyakarta to borrow other stadiums and get rejected, but we must let the process run properly,” Dwi said at the DPRD office on Friday (September 26, 2025).

According to Dwi, the KPK must first complete the state loss assessment before the local government can conduct feasibility studies.

“KPK will perform a joint calculation of the state losses. Once completed, we will carry out a study. For 2026, I have allocated IDR 1 billion for this assessment,” he explained.

The results of the study will then be submitted to the KPK for review and recommendations on which parts of the stadium can be safely renovated.

“The assessment will identify which structures are weak and need reinforcement. KPK will then issue recommendations for how the renovation should proceed,” Dwi concluded.
