Indonesia Game Rating System Launched at IGDX 2025

Jakarta. The Ministry of Communication and Digital (Kemkomdigi) officially released the Indonesia Game Rating System (IGRS).

The launch was carried out at the Indonesia Game Developer eXchange (IGDX) Business & Conference 2025 event held at The Stones Hotel, Legian, Bali, on October 9–11, 2025.

IGRS is a national classification system that places child protection and digital ethics at the core of gaming industry governance in Indonesia.

“Through the IGRS, Indonesia asserts itself as a pioneer in the region with a national rating system that aligns with cultural values and local wisdom,” said Minister of Communication and Digital (Menkomdigi) Meutya Hafid, in Kuta, Bali, on Saturday (11/10/2025) as quoted by Info Publik.

Meutya explained that IGRS is part of the government’s policy to strengthen the implementation of Government Regulation (PP) TUNAS Number 17 of 2025, namely risk-based governance for electronic system organizers that emphasizes aspects of privacy, data security, and family digital literacy.

“IGRS is free for national game developers to ensure regulations serve as a bridge, not a barrier. This policy protects children while accelerating the competitiveness of local developers on a global scale,” he stressed.

The Golkar politician also conveyed a message of optimism to digital creative industry players to continue innovating and collaborating to build a healthy and competitive ecosystem.

“IGDX proves that through collaboration, Indonesia can lead. From Bali, we send a message to the world: it’s time for Southeast Asia to take its place as a global creative force. Let’s not just play games, but create them, lead them, and make Indonesia home to the next big story in the digital world,” he said.

The Chairman of the Indonesian Game Association (AGI), Shafiq Husein, emphasized that the implementation of IGRS will not hinder the development of the national game industry.

On the contrary, this policy can be a means to expand the local developer market at the global level.

“This rating doesn’t limit creativity, but rather protects the work of our fellow developers so that it can be enjoyed by the appropriate age-appropriate market. At the same time, we also protect child consumers so they can enjoy games appropriate for their age,” explained Shafiq.

Through the launch of the IGRS, the government affirmed its commitment to providing inclusive policies that support the growth of the digital creative industry while protecting the public.

This system is expected to be a significant milestone in strengthening the governance of the national gaming industry, ensuring it is responsible, safe, and globally competitive.
