Program facilitators credited the success to multi-stakeholder collaboration: donors, local guidance agencies, implementing partners and active MSME communities all played roles in ensuring systematic, hands-on assistance. Facilitators emphasized that legal documents are more than paperwork: they are confidence-building tools that raise a business’s bargaining position and enable entry to modern retail channels and digital platforms.

Local government representatives who attended the closing ceremony highlighted legal compliance as a foundation for maintaining product quality and expanding market access. They argued that programs like this reduce administrative friction for start-ups and micro-entrepreneurs, making it easier for them to scale responsibly and participate in broader supply chains. Donors also praised the partners’ engagement and said the program should encourage MSMEs to adopt better management practices and sustainable business processes.

One beneficiary — a former employee-turned-entrepreneur producing moringa leaf tea — shared that halal certification boosted her confidence when marketing through social media. She said having official certification helped reassure customers and opened new sales opportunities, illustrating how formal legalization can translate into greater consumer trust and sales momentum.
