Jakarta. Sports observer Djoko Pekik believes the revocation of the Minister of Youth and Sports Regulation (Permenpora) Number 14 of 2024 is the right step because it restores the function and independence of each sports institution in accordance with statutory provisions and international principles.
“So the government functions as a regulator, making rules, but of course, those that don’t conflict with existing rules in Indonesia, sports organizations, or community sports institutions,” Djoko told ANTARA via instant message on Friday.
Previously, Ministerial Regulation No. 14 of 2024 regulated the management standards for sports organizations within the competitive sports sector. Djoko assessed that the government’s intention, through the Ministry of Youth and Sports (Kemenpora), in issuing this regulation was actually good, namely to improve the governance of national sports organizations.
However, according to him, several articles in the regulation actually go too far into the internal realm of independent institutions, such as those concerning the inauguration of the main management of sports branch organizations.
Djoko added that the sports development system in Indonesia adheres to a mixed model , where the government acts as a regulator and the community as the implementer, including sports organizations such as KONI and KOI.
“Indonesia doesn’t follow the same socialist system as other countries like China, Vietnam, and North Korea. It follows a government-centric system . So, everything related to sports is regulated by the government,” Djoko said.
Djoko also highlighted the importance of respecting the Olympic Charter, which serves as the guiding principle for international sports organizations, and emphasized independence from government interference. He cited the football federation, for example, as an example, which completely rejects government interference.
Minister of Youth and Sports Erick Thohir revoked Minister of Youth and Sports Regulation (Permenpora) Number 14 of 2024, Tuesday (23/9), with the consideration that the rules would be simplified.
Minister of Youth and Sports Regulation Number 14 of 2024 concerning Management Standards for Sports Organizations in the Scope of Achievement Sports was signed by the previous Minister of Youth and Sports, Dito Ariotedjo, on October 18, 2024.
The presence of the Minister of Youth and Sports Regulation has sparked controversy among sports circles because the government is considered to be intervening too far in sports federations with this regulation.
In addition, the regulation also removes several authorities from the federation and the Indonesian National Sports Committee (KONI), which are prohibited from using budget support from the State Budget (APBN) or Regional Budget (APBD).
The Minister of Youth and Sports stated that the revocation of the regulation is in line with the Olympic Charter and President Prabowo Subianto’s order through Presidential Regulation Number 12 of 2025.
